Participatory Engagement & Resilience Initiative against Strategic COmmunication and Propaganda in Europe is a cross-border initiative that supports democratic resilience by empowering citizens, educators, journalists and youth to counter disinformation, gendered hate speech, and foreign information manipulation (FIMI), using inclusive media literacy, civic engagement and responsible AI approaches.

Rooted in the EU’s strategic priorities - including the European Democracy Action Plan, ProtectEU Strategy, and the forthcoming European Democracy Shield - PERΙSCOPE responds to documented needs across partner countries where digital media literacy remains low, press freedom is under pressure, and public trust in institutions is vulnerable. The project will be delivered through 26 work packages structured into four (4) thematic clusters:

1. Capacity-building (toolkits, SLAPP legal training, youth and educator modules),
2. Public awareness campaigns (gender, minorities, crisis narratives),
3. Youth fact-checker networks and AI-supported monitoring,
4. Policy dialogues and cross-sector knowledge exchange.

Activities will reach at least 500 trained individuals, engage over 50,000 citizens through awareness campaigns and deliver multilingual, open-access resources adaptable across Europe. A dedicated Civic Tech Marketplace and Replication Roadmap will ensure results are reusable and sustainable beyond the project’s 24-month timeline. PERΙSCOPE is implemented by a diverse consortium from 8 EU Member States, bringing together expertise from media, academia, civil society and public institutions to support inclusive, democratic resilience and EU value protection at scale.
